After reviewing the analysis from the text, compare and contrast the methods between two of the listed international styles of community policing and a style of community policing employed in the United States. In your opinion, what are the reasons behind the differences? Would your selected international styles work in your community? Why or why not?
It was very interesting reading about the other countries and how the police their communities and the strategies they use. The firs one that caught my attention was in Japan. The specific portion of community policing I want to discuss is the koban and how it is used in policing the neighborhood. A Koban is a small booth that is located on the corner of streets in large cities. There are three officers assigned to each koban but can have only one. They are responsible for an assigned geographical area and they conduct all of the policing duties for that portion of the city. Foot patrols, business checks and other duties are some of the duties they perform (Oliver, 2008).
This is successful for the Japanese because of their culture and respect that they have for their departments. Also, the koban literally put the police right in their neighborhood and they are involved deeply. Comparing this to the American process is quite different. My opoinion is that the American society does not have the respect they have in Japan for the police departments. Another difference is that the community strategy of patrolling a neighborhood is not as finite or specific as it is in Japan. Here in America, we have a police station in precints which are larger than the small areas the koban process covers. In the end, the Japan model is more connected with the community and they receive more service specific to them in their program.
In Great Britain community policing developed in a different way. It came about by major clashes with the public and the fact that the police force at that time had to use extreme force. In America, community policing is developed and decided on by the local communities and they can decide how it is structured. In British organizations the entire country was told how to build the community policing structure and it was pretty well laid out for them.
Another difference from American community policing and British community policing is that they employ a great number of civilian members to the department. Metropolitan Police of London employs 14,000 civilian staff and 28,000 sworn officers (Oliver, 2008). In the states, the departments are primarily all sworn officers.
I do not believe the two examples form Japan and Great Britain would work in our community. First of all, you need sworn officers to handle the crime and the issues we face here and the point of having all of those local police stations and smaller areas to cover per officer would not work either. There would not be enough funding for this type of program or structure and so it would not work. The only way I could see them working here is if the policing went to a federal level and had funding for the implementation.
