QUESTION:
Illicit activity and corruption is clearly an INTERNATIONAL problem. However, your readings give credence to the idea that international law enforcement and an international criminal code lags far behind the ability of international criminals.
Please give an argument, backed up with research of course, as to why you think it is so difficult to have an enforceable international law code supported by a powerful international law enforcement.
